Flowey has no soul. He has the essence of Asriel's soul, but lacks a proper soul. but why would the ashes of Asriel make Flowey be Asriel? The reason is explained in the Snowdin library. Well, Flowey is asriel in a flower vessel, when he died, his dust fell on his father's garden and alphys injected determination in the first golden flower that bloomed after the queen left. unfortunately he lacks a soul, since after he died his soul disappeared, because of that he cant feel love and compassion. summarizing, he is just soulless.
